The School Teachers’ Review Body 36th Report noted some improvement in teachers’ pay and conditions but advises that attention is needed to further stabilise recruitment and retention. It made a recommendation for an increase of 9.8% in teachers’ pay over three years in 2026-2028 and proposes that schools should be allowed the flexibility to offer additional modest pay awards to recognise excellence. It further recommends that unqualified teachers’ minimum pay should be increased by 5% to avoid the risk of this section of the workforce falling below earning the National Living Wage. It is suggested that a review that clarifies teachers’ working hours should be included in the following year’s remit.
