Government Evidence to the School Teachers’ Review Body – 2026 Pay Award
Date: October 2025
Author/s: Department for Education
Keywords: Policy; DfE strategy; teachers’ pay; leaders’ pay; working conditions

Summary:

Government evidence to the School Teachers’ Review Body (STRB) is the Secretary of State for Education’s evidence to support the STRB’s consideration of the 2026 to 2027 and 2027 to 2028 academic year pay awards for teachers and school leaders, alongside their indicative assessment for 2028 to 2029. This evidence submission to the STRB outlines the government’s assessment of teacher supply challenges and recruitment/retention strategy. The document presents data on recruitment and retention, ITT recruitment targets, an update on the commitment to provide 6,500 extra teachers and the projected impacts of falling pupil roles on maintaining the numbers of teachers required in primary and secondary schools. The report acknowledges that pay is not the main factor in teachers’ decisions to leave the profession and that more attention is needed to working conditions.
